UK Immigration Changes – What You Need to Know

14 May 2025 | Visalogic

The UK Government has released a White Paper outlining significant proposed updates to the country’s immigration rules. Although these changes are not yet law, they mark the beginning of an important shift in UK immigration policy. These proposals aim to refine the immigration system to better align with the country’s skills needs, labour market, and social cohesion objectives.

Key updates in the White Paper

1. Skilled Worker Visa changes

  • The minimum skill level for Skilled Workers will rise to RQF level 6 (graduate level).
  • Salary thresholds for Skilled Workers will be increased.
  • The English language requirement for the main applicant will rise from B1 to B2.
  • A new Temporary Shortage List will be introduced, but it will not lead to settlement opportunities for workers.

2. Dependants of workers and students

  • Adult dependants must meet an English language requirement of A1 (Basic User) for initial applications, and A2 for extensions.

3. Settlement (Indefinite Leave to Remain - ILR)

  • The qualifying period for ILR will be extended to 10 years. However, individuals can reduce this period by earning points for their contributions to the UK economy and society.
  • English language requirements for settlement will increase to B2 for most immigration categories.

4. Graduate Visa

  • The duration of the Graduate Visa will be reduced from two years to 18 months.

5. New routes and reforms

  • A new bereaved parent route will be introduced, allowing immediate settlement for parents who lose their British or Settled child while in the UK.
  • The Life in the UK test will undergo reforms.
  • A new Family Policy is being developed to support family reunification and ensure a fairer process for applicants.

Understanding the legislative process

These proposed changes are currently part of a White Paper and not yet law. The process for these proposals to become law will follow several stages:

  • Bill Introduction and First Reading in the House of Commons
  • Subsequent Readings and Committee Stage where amendments can be made
  • Passage Through the Other House (Commons or Lords) for review and potential amendments
  • Royal Assent and final implementation as an Act of Parliament

What this means for employers and applicants

Employers sponsoring Skilled Workers will need to adapt to higher skill and salary thresholds, while individuals planning to apply for settlement will need to meet stricter English language requirements and may face a longer qualifying period. These changes, once implemented, will create a more structured approach to immigration based on skills and contributions to society.
